PRIMARY SAFETY BELT LAW
STATEWIDE EDUCATION AND DIVERSITY OUTREACH INITIATIVE
The State of South Carolina passed
a primary enforcement safety belt bill, which became law as a result of
Governor Mark Sanford’s decision not to sign and not to veto the
legislation by the June 9, 2005 legislative deadline. The new statute
takes effect six months after the legislation became law, or December 9,
2005. The SC Department of Public Safety (SCDPS) is charged
legislatively with educating the citizens of the State of South Carolina
and law enforcement professionals regarding the new law and how it
differs from the old law. In order to effectively reach the citizenry
and law enforcement agencies in the State, the SCDPS has developed a
comprehensive and multi-layered plan to address the educational gaps
that currently exist in regards to the new legislation and the cultural
diversity that is reflected in the overall population of the State. The
plan contains basic elements of a statewide initiative, such as paid and
earned media and specific elements of each, which include diversity
outreach components. The following represents the efforts and
commitment of key divisions within the SCDPS, including the SC Highway
Patrol, the State Transport Police and the Office of Highway Safety.
The plan also includes partnership with other agencies and groups,
including the SC Department of Transportation and the SC Department of
Health and Environmental Control.
